You might be thinking of what rooting is? Android Rooting is the process of allowing users to attain privileged control (known as "root access" if you are Linux background) over the Android's sub-system. (i.e. - Rooting will give administrative privileges over your device internal storage). Rooting is often performed with the goal of overcoming limitations that carriers and hardware manufacturers put on some devices.
Internally during flashing of recovery the su binary file gets copied to (./system/xbin/) folder of your device. Along with that a Chmod 777 command runs in background and gives read and write permissions to that folder and that folder can cal itself "I have ROOT ACCESS".

- Your device might get bricked.
