These Helpout Experts can provide advice for free or paid(usually goes by minute or by session). Users can sort through a list of experts and based on their qualifications, availability, reviews and ratings and like Hangouts, users can video chat on their phones or tablets. Google Helpouts is basically real help from real people at real time.
